Medical reform is one of the most essential for the well-being of Ukrainian citizens. Of course, in the era of digital technologies, such a reform is impossible without an IT-component, which would simplify the process of storing and processing of medical data for patients and doctors. The state-owned enterprise “Electronic Health” is working on such a project as their representatives on July, 17 presented their work to IT-business and medical institutions with the support of the IT Ukraine Association.
According to Denis Matsui, SE “Electronic Health”, the project “E-Health” aims to create a reliable national ecosystem to support medical reform initiatives that would provide patients with high-quality services throughout the country.

Ukraine is not the first country to lead the development of a national electronic medical system. Similar projects have been successfully implemented in Estonia, Singapore and the UK. The availability of analogs in other countries allows developers to analyze their strengths and weaknesses in order to create a system that meets national peculiarities and requirements of Ukraine.
Although the system is still in development, a register of physicians (over 22,000), a registry of health facilities (1263 institutions) and a registry of transactions between a patient and a doctor (more than 12 million contracts) have already been implemented. These data is actively used by the National Health Service of Ukraine, which, on their basis, makes calculations for financing medical institutions.
But, despite the existing work, there is still an extremely large volume of work ahead. Among the priorities of the system development, there is an introduction of classifiers of medical institutions, ensuring the safety of data storage, development of the functions of the online cabinet for both patient and the doctor, as well as the business models of interaction with the private sector.
Today, project experts are ready for an open dialogue and cooperation with representatives of the IT-community which are specialized in the development of healthcare solutions and will be grateful for a professional advice and practical assistance in further developing the system.
